On January 23, 2018, as a result of an investigation by the Niagara Regional Police Service, police say a man was arrested and charged with numerous counts of Sexual Assault.
In December of 2018, the NRPS initiated an investigation into allegations of sexual assault perpetrated on women by a male who operated a massage business from his Port Colborne home. The male identified himself as “Dave Allen” and operated a Facebook profile under that name, and under the name “Massage by Dave.”
50-year-old Constable David Kukoly, a member of the Niagara Regional Police Service, was arrested and charged with the following alleged offences:
– 5 counts of Sexual Assault
The alleged offences occurred while the officer was off duty.
Investigators with the Special Victims Unit have reason to believe that there are additional victims within the community and are asking anyone who utilized massage services of a male identifying himself as “Dave Allen” to contact Staff Sergeant Paul Koscinski at (905) 688-4111, Option 4 Ext. 5121.
Constable Kukoly is currently being held in custody pending a bail hearing at the Robert S.K. Welch Courthouse in St. Catharines on January 24, 2019.
Constable Kukoly has been a police officer with the NRPS for 28 years, and at the time of the alleged offences was on administrative leave.
In accordance with the Police Services Act of Ontario, Constable Kukoly has been suspended with pay.
“When I, or my officers, learn of an allegation of wrong doing or criminality I want to assure the public that a thorough investigation will be commenced. That investigation will be led by the evidence and the law. If that investigation results in charges, I remain committed to the values of transparency to the community that we serve, no matter how uncomfortable the outcome may be.
I understand the concern within the community when allegations of this nature surface. These allegations are deeply concerning, and I encourage other possible victims to come forward with the assurance that our investigators are committed to fully investigating each instance.
