According to police, on September 18, 2015 in the Superior Court of Justice in Welland, Niagara Regional Police Constable Scott Heron was convicted of:
– Conspiracy to commit an indictable offence
– Breach of Trust by Public Officer
– Unlawful possession of Imported Goods
On November 27, 2015 Heron was sentenced to the following by The Honourable Justice James A. Ramsay:
– Conspiracy to commit an indictable offence — 3 months custody
– Breach of Trust by Public Officer 1 month custody
– Unlawful possession of Imported Goods 3 months custody concurrent
NRPS Chief Jeff McGuire stated:
“The involvement of any police officer in criminal activity violates their sworn oath of office. The reputation of the service is tarnished by this behaviour and public trust is diminished. It is my responsibility to ensure that actions such as those exhibited by Scott Heron are investigated in a
professional manner. The facts upon which Scott Heron was convicted are disturbing and are not reflective of the men and women who work in accordance with their oath every single day. The Niagara Regional Police Service is committed to restoring the trust of the public which has been defamed by the actions of a few.”
Heron has been suspended from the NRPS since September 27, 2012. Municipal police services are governed by the Police Services Act (PSA) which is Provincial Legislation. The PSA does not permit services to stop paying a suspended officer until he or she has been convicted of a criminal offence and sentenced to a period of incarceration.
With the sentence delivered today Heron will be suspended from the Niagara Regional Police Service without pay, effective immediately. Heron’s employment status will be addressed pursuant to the discipline process according to the Police Services Act.
