In April of 2017, members of the Niagara Regional Police Service say they began receiving reports of a male believed to be exposing himself while in the area of several schools in the City of St. Catharines.
These investigations were actively investigated by members of the 1 District Criminal Investigation Branch. Through their investigation, Police believed they identified a strong suspect and continued to follow up on this individual.
On May 10th 2017, members of the St. Catharines Street Crime Unit began to conduct mobile surveillance on this individual. At approximately 12:40 p.m., the suspect was observed by undercover Police Officers at Brock University in one of their parking lots allegedly exposing himself while seated in his vehicle.
Police approached this individual and attempted to place him under arrest. This male then placed the vehicle into drive and accelerated the vehicle in attempts to evade his arrest almost striking the arresting officer. Police followed this male who continued to drive in a dangerous matter.
With the assistance of uniform patrol officers Police conducted a traffic stop on Highway 406 and arrested this male without incident.
Tshituni Nzembela-Kalumba, age 35, of St. Catharines, Ontario has been charged with: Committing an Indecent Act in a Public Place, Resisting Arrest and Dangerous Operation of a Motor Vehicle.
Nzembela-Kalumba has been held in custody pending his morning bail hearing which is scheduled for May 11th 2017.
