Police say, on Wednesday, April 13, 2016 at about 2:30 pm the Niagara Regional Police Service Communication Unit received 911 calls from members of the public reporting a disturbance in the area of Lake Street and Carlton Street, St. Catharines.

 

Responding uniform patrol officers encountered a distraught and highly agitated male wielding a rock. Investigation revealed that the male engaged with an unidentified passenger of a passing SUV and punched the person. The male then accosted two youths, and punched one of them. He also punched a parent who came to their aid.

At one point during these altercations the male picked up a rock and was carrying it in his hand when contacted by the responding officers. The officers engaged the suspect in conversation and tried to de-escalate the situation and bring him under control. During the arrest the male became increasingly assaultive toward the officers, biting one officer on his finger. There were no serious injuries sustained by anyone involved.

41 year old St. Catharines resident Oudit Henry SMITH is charged with two counts of Assault, one count of Assault with a Weapon, and one count of Assault Peace Officer. He is scheduled to attend St. Catharines Bail Court on April 14, 2016.

Detectives from the #1 District Detective Office are continuing the investigation into this matter and are asking for assistance in identifying the passenger of the SUV.
